Admission to the Smart Tourism Destinations Programme |
Donostia/San Sebastián joined the Smart Tourism Destinations programme through the preparation of the Diagnostic Report and Action Plan for the transformation of Donostia into a Smart Tourist Destination, carried out in 2018.
In 2022, a new diagnostic process is carried out, fulfilling the destination with a grade higher than 80% of the new methodology, thus exceeding the requirements, obtaining the Intelligent Tourist Destination distinctive. |

- The Master Plan 2023 – 2027 focuses on people, on identity and on the “San Sebastián” quality of life, seeking a balance between citizens and visitors, and committing to sustainability, accessibility and prosperity.
Development of a Tourism Observatory (Big Data and Open Data), framed in the city observatory. A clear commitment to data management as a source of intelligence for the development of governance and to improve the visitor and resident experience.
- A fruitful and successful public-private relationship promoted by Donostia San Sebastián Turismoa with local private companies from all sectors that make up the tourism value chain.
- The Klima 2050 Master Plan champions sustainability in all government areas. Various environmental programs applied to the tourism sector help to achieve the 17 SDGs marked by UNTWO.
- Implementation of the low emission zone in the center of the city, replacing internal mobility in a private vehicle with mobility on foot (streets and pedestrian areas), by bike (more than 80km of bike lanes in the city and service of electric bicycles) and public transport, including electric buses.
- Destination works in favor of sustainability through the European Ecolabel certification among San Sebastian tourism companies and the Code of Ethics tourism program that works around 8 principles, aligned with the Smart Tourist Destination management model and the 17 SDGs.
The Donostia/San Sebastián Sustainable Urban Mobility Plan 2008-2024 is conceived as a “framework” of objectives and planning in the short, medium and long term that includes action programs and proposals that will be modified over time, through a continuous review and evaluation of them.
- Circular economy through the implementation of two city hallmarks “Zero Plastik” (in hotels and tourist apartments) and “Donostia Without Waste” (in bars and restaurants).
- San Sebastián is one of the first cities in the State to regulate noise pollution in tourism, through the application of an ordinance and a warning and sanction campaign.
- The public and private sectors work to guarantee a high level of accessibility for the destination, which is also committed to disseminating the accessibility characteristics of the different services that make up the tourism value chain, through the accessible website sansebastianturismoa.eus with the objective of empowering the user with functional diversity.
- Enhancement of cultural heritage: Basque, an ancient language, distinctive and innovative gastronomy or the cultural mix that combines Basque tradition and the avant-garde (from the “Tamborrada” to the San Sebastian International Film Festival).
- Donostia Smart Program, an alliance of companies, institutions and socio-economic agents that have come together with the aim of increasing the competitiveness of this sector in the city through intelligent solutions.
- Attraction of talent through initiatives such as “Talent House”, a reception program for qualified researchers and entrepreneurs linked to innovative and technology-based projects.
- Tools for the digitization of local commerce and hospitality through the Dendak Digital Program (digital marketing, e-commerce, data economy.).
