Logroño, with more than 150,000 inhabitants, is home to half the population of La Rioja —the autonomous region of which it is the capital. Located in the north of Spain, it is a meeting point, a reference point and a crossroads.
Sitting on the banks of the river Ebro, which it has embraced as part of its growth and development, the city has undergone notable changes in recent years. It is being equipped with new services and infrastructure to make it more attractive and turn it into a benchmark and meeting point among the cities that lie close to it.
Among the city‘s best-known virtues are its wine culture, gastronomy, the St James Way, the Old Quarter and its status as the First Commercial City of Spain. The local festivals are another major attraction in a city that has learned to combine tradition and its deep-rooted customs with the modernity and dynamism of the modern world.

- Excellent public-private and public-public collaboration, which has generated numerous strategies for the city, including the implementation of the Tourism Plan for meetings, incentives, conventions and events and sports tourism alongside the University of La Rioja, as well as the Logroño Enópolis Strategic Plan, and other actions of immense value for residents, such as the Logroño Open Streets Strategy, or the regeneration and sustainable enhancement of the destination’s markets and shops.
- Absolute commitment to sustainability across its three dimensions and making it visible through numerous actions and strategies such as the Sustainable and Integrated Urban Development Strategy (EDUSI), Logroño, La Villanueva, whereby the destination is seeking to rehabilitate spaces of great value for residents/tourists under the premises of environmental efficiency, while strengthening local associations and organisations, promoting the entrepreneurial and creative economy and recovering intangible heritage.
- Championing smart mobility through the Connected Cities Project, in which Logroño, together with Valladolid, Valencia, Vitoria, Gijón and Fuenlabrada, have formed a group of cities to jointly develop a multi-city digital platform in order to capture, process and utilise mobility data.
- Strong desire to make Logroño an “accessible city”, with regulatory and governance solutions such as the Municipal Integration Plan for Disabled People and the existence of the Municipal Disability Council, among other actions.
- Digital and innovative economy as the tip of the iceberg. Logroño is firmly committed to promoting technology and innovation as part of the daily management of the destination. All this by implementing numerous strategies such as the Logroño Smart Plan or the Innovation Plan for the City of Logroño (PIL). Aside from all this, the city is actively involved in numerous national and international projects, such as the United for Smart Sustainable Cities initiative, Reachout (innovation in response to the climate crisis), LIFE-Celsius (wastewater treatment), or the Chair of Commerce in collaboration with the University of La Rioja.
