The Mancomunidad de Tierras Altas de Soria is located in the northeast of the province of Soria. It is made up of 16 municipalities with a total area of 696 km2 and 1,384 inhabitants.
The destination stands out for its natural environment, very well preserved and shaped by centuries of livestock activity, although Tierras Altas was an important national centre of transhumance. It also has an enormous collection of ichnites, fossilised dinosaur footprints, which can be visited in 16 sites.
Its markedly rural character has allowed it to maintain many traditions and ethnographic elements and an eclectic heritage, the result of the frontier character that the area has had throughout its history.
The loss of population places this territory at the epicentre of empty Spain, although this fact has some positive consequences, such as allowing it to be an uncrowded destination where tranquillity can be found, ideal for rural, sports and nature tourism.
Its economy depends to a large extent on wind energy generation, the primary sector and the meat and sausage industry, but the tourism sector is becoming increasingly important, which is why Tierras Altas is committed to the DTI model.

Outstanding initiatives

- The tourism management body works in coordination with the local private tourism sector.
- The Mancomunidad de Tierras Altas de Soria is implementing its Tourism Sustainability Plan in Destination (PSTD) ‘La Huella de la Trashumancia’.
- Within the Tourism Sustainability Plan, one of the fundamental pillars is universal accessibility, a concept that goes far beyond the elimination of architectural barriers. For this reason, work is being carried out on the Strategic Plan for Accessible Tourism in Tierras Altas de Soria.
- Tierras Altas is a benchmark in quality tourism destination, working with the SICTED programme.
Sustainability is another key aspect of the destination’s strategy, which is why Tierras Altas is implementing the Leader 2023-27 Rural Development Strategy, which covers the entire northeast of the province of Soria.
- Likewise, Tierras Altas is in the process of being declared a Starlight Destination, thanks to the quality of its sky.
Other programmes linked to European funds, the demographic challenge or energy diversification are being implemented, such as the PIDISTA (Plan Integral de Desarrollo Inteligente y Sostenible de Tierras Altas), for territorial innovation, the reactivation of socio-economic activity and the fight against depopulation, the DUS 5000 aimed at photovoltaic self-consumption and the improvement of public lighting or ‘Your next smart purchase’ to promote new purchasing methods.
